Independent justice

Justice is the backbone of a democracy. When it is subject to political pressure or weakened by corruption, it loses credibility and weakens trust between citizens and institutions. Cameroon needs a strong and independent judiciary to restore the rule of law and to protect each individual, regardless of social status.

Issa Tchiroma's justice project is based on profound structural reforms:

  • Reforming the Supreme Council of the Judiciary in order to ensure independent and transparent appointments.
  • Ensuring financial autonomy jurisdictions so that they do not depend on the whims of the executive.
  • Improving working conditions judges, court clerks and court personnel to reduce corruption and increase performance.
  • Protecting magistrates against political pressure, while setting up a truly independent disciplinary body.
  • Modernizing the courts with better accessibility, computerization of procedures and a drastic reduction in trial periods.

By consolidating the independence of the judiciary, Cameroon will be able to build a more equitable society where every citizen feels protected and respected.

Effective decentralization

Cameroon is a country rich in its cultural, geographical and human diversity. However, this wealth is too often stifled by excessive centralization of decisions in Yaoundé. Regions and municipalities find themselves deprived of real means to boost their development. This situation has fuelled frustrations, inequalities and delays in accessing basic services. Effective decentralization is essential to bring the State closer to the citizens and to give each region the tools for its progress.

The vision carried by Issa Tchiroma is that of a Cameroon where each region becomes an actor in its destiny:

  • Real transfer of skills and budgets to municipalities and regions so that they can manage education, health, infrastructure and the local economy.
  • Budgetary autonomy with the establishment of local tax revenues and an equalisation system to correct inequalities.
  • Strengthening regional councils which will become genuine local parliaments, accountable directly to citizens.
  • Citizen participation through mechanisms for monitoring and controlling local elected officials.

This decentralization aims not only at the balanced development of the territory, but also at national reconciliation by giving each region the feeling of fully belonging to the State while maintaining its specificity.

Constitutional reform

Since independence, Cameroon has adopted fundamental texts that have often been amended to serve specific political interests. This situation has led to an excessive concentration of powers at the top of the State, to a weakening of checks and balances and to a gradual loss of citizens' trust in their institutions. To turn this page and enter a new democratic era, it is urgent to adopt an ambitious constitutional reform that places citizens and no longer leaders at the center of the system.

The constitutional reform proposed by Issa Tchiroma aims to restore genuine institutional stability to Cameroon and to restore the balance between powers.

  • Limiting presidential terms to put an end to unlimited powers and promote democratic change.
  • Giving Parliament back a central role : that it be a genuine control body, capable of debating and influencing major national policies.
  • Ensuring the independence of institutions through a strict separation between the executive, legislative and judicial branches.
  • Giving citizens a voice through referendums and popular consultations, so that every major decision reflects the collective will.

This reform is not limited to a question of legal technique. It is the key to reconciling the people with their state and building a Cameroon where the law protects fundamental rights and freedoms first.

National reconciliation and peace

Transitional justice

Telling the truth, providing justice, and making amends for wrongs: an essential step in building reconciliation and lasting peace.

A major national dialogue to reconcile Cameroon, bring together all voices and build peace and unity together.

Transitional justice

True peace cannot be decreed, it is built. However, building peace requires recognizing the wounds of the past, bringing justice to the victims and ensuring that yesterday's mistakes are not repeated. Cameroon must have a transitional justice mechanism to heal its wounds and open a new era.

The project involves the creation of a Truth, Justice and Reconciliation Commission :

  • Gather testimonies victims of violence and injustice.
  • Establishing the truth on the painful events that have marked the nation.
  • Recognizing and repairing wrongs through symbolic and material measures.
  • Recommend reforms institutional to avoid the repetition of these mistakes.

This approach aims to restore trust between citizens, to turn the page on divisions and to lay the foundations for lasting peace.

Inclusive dialogue

For several years, Cameroon has been experiencing political, social and security tensions that have experienced national cohesion. Crises in some regions and mistrust between institutions and citizens have deeply divided society. To overcome these fractures, it is necessary to engage in an inclusive, open and sincere dialogue, which gives voice to all components of the nation.

Issa Tchiroma offers a National Reconciliation Conference, bringing together all the active forces:

  • Political parties to overcome differences and build consensus.
  • Civil Society and Associations As megaphones for the populations.
  • Traditional and religious leaders, guarantors of social and cultural anchoring.
  • Young People and Women, marginalized from political decisions for too long.

The aim of this dialogue will be to identify the root causes of crises, to propose sustainable exit solutions and to lay the foundations for a new national cohesion.

Social protection

Poverty and social exclusion still affect many Cameroonians. Too many families live without a safety net in the event of illness, unemployment or old age. It is time to establish genuine social protection to guarantee the dignity of each citizen.

Issa Tchiroma proposes a social policy based on:

  • Minimum social coverage for all (health, pension, unemployment insurance).
  • Allowances for the most vulnerable, especially the elderly, disabled and families in difficulty.
  • Universal access to basic social services (health, education, housing).
  • Development of national solidarity by a social fund financed by the State and partners.

This vision will make Cameroon a fairer and more united country.

Industry and youth employment

Unemployment, especially among young graduates, is one of the major challenges in Cameroon. The absence of competitive industries and the weakness of the formal economy are pushing many young people towards the informal sector or exodus. To reverse this trend, it is necessary to develop an ambitious industrial policy that creates jobs.

The industrial and youth employment plan is based on:

  • Creation of modern industrial areas with adapted infrastructures.
  • Special fund for SMEs and start-ups, in order to finance innovation and entrepreneurship.
  • Development of local industrial sectors (food processing, textiles, construction materials).
  • Adapted training to the real needs of the labor market.

By integrating youth into the national industry, Cameroon will lay the foundations for inclusive and sustainable development.

Agriculture and food self-sufficiency

Cameroon has fertile land, a favorable climate and a youth ready to invest. However, we still import much of what we consume. This dependence weakens our economy and weighs on the purchasing power of households. Making agriculture a lever for self-sufficiency is a national imperative.

Issa Tchiroma wants to make agriculture the pillar of development:

  • Mechanization and modernization agricultural techniques.
  • Valorization of food chains to reduce food imports.
  • Creation of local processing units, in order to create value and jobs.
  • Support for farmers through access to credit, improved seeds and training.

The objective is clear: to feed Cameroon with its own production and to transform agriculture into an engine of growth.

Cameroon's wealth — oil, gas, minerals, forests — is immense. But poorly managed, they did not benefit the population fairly. Transparent and equitable management is the key to sustainable and inclusive development.

Issa Tchiroma is committed to:

  • Regularly audit extractive income and publish the results.
  • Ensuring equitable redistribution wealth in all regions.
  • Protecting the environment against the abusive exploitation of resources.
  • Negotiate transparent contracts with national and international companies.

Good resource governance is an essential condition for reducing inequalities and improving collective well-being.

Fight against corruption

Corruption has become an endemic evil that weakens the economy, fuels injustice and destroys trust in the state. To rebuild a strong and credible Cameroon, a firm, coherent and relentless fight against this scourge is needed.

Issa Tchiroma's anti-corruption strategy includes:

  • Establishment of an independent anti-corruption agency, endowed with real investigative powers.
  • Regular publication of public accounts, accessible to all citizens.
  • Exemplary sanctions against the perpetrators of acts of corruption, regardless of their status.

The energy project includes:

  • Massive development of solar, hydroelectric and wind power.

Forest Protection and Biodiversity

Cameroon is considered to be the “green lung” of Central Africa, with its immense forests and exceptional biodiversity. But this heritage is threatened by deforestation, poaching and uncontrolled exploitation. Protecting our forests is a duty towards future generations.

Issa Tchiroma is committed to:

  • Strengthening the fight against illegal deforestation.
  • Launch large-scale reforestation programs.
  • Involving local communities in the sustainable management of resources.
